Originally from Cleveland, he graduated from the University of Toledo with a B.S. in Biology and received his Medical Doctor degree from The Ohio State University College of Medicine in 1981. Dr. Rossio continued his training in Toledo, Ohio, where he completed his five-year residency program.

Dr. Rossio, practiced general surgery and plastic surgery for 18 years with the United States Air Force, where he was stationed at various bases throughout the U.S. He specialized in microsurgery, breast surgery, limb salvage, cosmetic and hand surgery.
